本次获选的艺术家是近代艺术发展的优秀代表，他以人格的高尚、精神的充盈、艺术的精湛向世人呈现了中国文化的丰富底蕴和“天人合一”的人文精神。他以独特的技巧及面貌体现了自己的创造价值，从而成为当代中国书画界佼佼者、领军人物，其作品更是界内典范。

刘典忠，字楚南，号芸夫，男，汉族，1943年生，湖南桂阳县黄沙坪街道（原为太和镇）人，中共党员，1963年毕业于桂阳一中，2003年退休，曾为桂阳县内一些中小学校的民办教师、公办教师、教研员，中小学正副校长，学区工会主席等职。
系中国楹联学会、中国书画家协会、中国科学诗人协会、湖南作家协会、民间文艺家协会、杂文学会等会员。中国乡土作家协会，中华当代民间文艺家协会理事，中华诗词发展研究会终身名誉会长，中国诗词研究院副院长，华夏诗联书画院等研究员，中国国家博物馆画廊客座教授、艺术指导委员，国家一级书法师。2007年被评为中国当代传统文化创作终身成就最高荣誉奖。2008年被中国文艺家联合会授予“共和国艺术家”荣誉称号，同年被中国国学会授予“著名国学学者荣誉称号”2021年被评为国宝级艺术家。
Liu Dianzhong, Chu Nan,No. Yun Fu, male, Han nationality, born in 1943, native of Huangshaping Street (formerly Taihe Town), Guiyang County, Hunan Province, party member of the Communist Party of China, graduated from Guiyang No.1 Middle School in 1963, and retired in 2003. He used to be a private teacher, public teacher, teaching and research staff, principal and vice principal of primary and secondary schools, and chairman of trade union of school district in Guiyang County.
He is a member of China Couplet Association, Chinese Painters' Association, China Scientific Poets' Association, Hunan Writers' Association, Folk Writers' Association and Essay Society. China Local Writers Association, director of Chinese Contemporary Folk Writers Association, lifelong honorary president of Chinese Poetry Development Research Association, vice president of China Poetry Research Institute, researcher of Huaxia Poetry Association Painting and Calligraphy Institute, visiting professor and art director of China National Museum Gallery, and national first-class calligrapher. In 2007, it was awarded the highest honor award for lifelong achievement of contemporary traditional cultural creation in China. In 2008, he was awarded the honorary title of "Artist of the Republic" by China Federation of Literary and Art Artists, and the honorary title of "Famous Scholar of Chinese Studies" by China Society in the same year. In 2021, he was named a national treasure artist.

个人传略入编《世界名人录》，《中外名人辞典》，《中国当代文艺界名人录》《中国当代著作家辞典》等二百余种。1962年开始发表小诗文曾先后在国内二十余个省市的书报刊上发表了3000余篇（首）诗文，结集出版的有《刘典忠诗文选》、《万物情思》（现代诗集）、《笑话百出》、《联苑趣话》(随笔集）、《芸夫寓言》、《龙发才故事》（民间故事）、《宝宝歌谣》（儿歌集）、《楚南谜苑》（灯谜集）、《刘典忠书画集》《中国丝绸大红袍·刘典忠集》电子书（民族品牌刘典忠精品集）等书。主编了《中国当代谜家词典》、《千虎争啸》（灯谜集）、《新世纪诗词荟萃》等书。
Personal biographies have been compiled into more than 200 kinds such as Who's Who in the World, Dictionary of Chinese and Foreign Celebrities, Who's Who in China's Contemporary Literary and Art Circles, and Dictionary of Contemporary Writers in China. Since 1962, he has published more than 3,000 (first) poems in books and newspapers in more than 20 provinces and cities in China, including Selected Poems of Liu Dianzhong, All Things Feelings (modern poetry collection), Full of Jokes, Lianyuan Anecdotes (essays), Yun Fu Fables, Long Facai Stories (folk Editor-in-chief of China Dictionary of Contemporary Mysteries, A Thousand Tigers Fighting for Whistle (lantern riddles), A Collection of Poems in the New Century and other books.
